田林县林业局现有工程技术人员140多人，其中高级工程师3人，助理工程师38人，技术人员80多人，这些技术人员都是从林业大中专院校毕业出来或经严格的业务培训，具有扎实的理论基础和丰富的实践经验，工作能力强，可满足本项目造林和管理的要求。

阔。

全县20个乡镇及部分村通客车，已实现村村及屯屯通公路，县城及20个乡镇均安装有程控电话，有15个镇和部分村、屯均通移动电话。

by Guangxi Forestry Surveying and Planning Institute and is being evaluated and

2、Contents, Scale and Capital Composition
2.1 Project Contents and Scale:To establish 500,000 mu of pine forest, with an annual output of 300,000 square meters of pine timber. It includes breeding, cultivating and planting, seedling, managing and protecting, etc.
2.2 Capital Compositions:Total or partial construction capitals is raised through inviting foreign investment.
3、Brief Introduction to Sponsor
Tianlin Forestry Bureau has a staff of more than 140 technicians, 3 of
whom are senior engineers, 38 of whom are associate engineers, and over 80 of whom graduated from forestry colleges or have received a strict training for the job. They have solid knowledge of theories and abundant experience, and high ability for the job. They can satisfy the need of the afforestation and management of the project.
4、Market Prospect:Eucalyptus is a kind of raw material with high quality for papermaking and man-made board, and is widely in varied fields. The first production line, with an annual output of 60,000 tons of the project for making 120,000 tons of newsprint annually of Guangxi Jinda Paper co. Ltd., had been completed and started going into operation in 2003. And the second production line will be completed and start going into operation in 2004. When the annual production capacity reaches 120,000 tons, it will consume 290,000 cubic meters of timber every year. Therefore the prospect of the project is amplitude.
5、Supporting Facilities Bus can access to 20 townships and some villages of the county, and eve
ry village can be accessed by highway. The county town and 20 townships have been installed with program-controlled telephone. Mobile phone system has been put into usedin 15 townships and some villages.
6、 Project Competitiveness
6.1 Preferential policies: The state preferential policies for the National West
Region Development, the preferential policies for attracting foreign investment
of Guangxi, Baise City and Tianlin County are being implemented.
6.2 Other advantages: Tianlin is located in the area of subtropical monsoon, with suitable natural conditions for pines. There are still 549,800 mu of bushes,and more than one million moue of low yielded forest, cutover, cultivated farml and by destroying forest, need renewing, transforming and re-afforesting. These can provide sufficient land for the project. The technological force is huge for there are over 140 forestry technicians, which can meet the need of afforesting and managing work.  |
